Some projects require A Technical Implementation Plan.

What is a Technical Implementation Plan?

A Technical Implementation Plan is a document containing:

·        An outline implementation plan for the whole duration of the project

·        An outline description of the role of the project participants

·        A description of the project deliverables

·        Ethical provisions

·        A description of the organisation and management structure

·        Circumstances under which a competitive call will be needed

·        A detailed implementation plan for the first 18 months together with its associated indicative financial plan

Can the Technical Implementation Plan be changed during a project’s lifetime?

At its outset, the contract will contain an agreed overall implementation plan for the full duration of the project, and a detailed plan for the first 18 month period together with its associated indicative financial plan.

With the agreement of the Commission, the overall implementation plan may be modified and the detailed plan will roll forward each year, as part of the reporting schedule.

However, the overall objectives and principal deliverables, as set out in the contract, will not be expected to change during the lifetime of the project. With the agreement of the Commission, the composition of the consortium may also be modified as the project progresses.

When will the TIP be updated during a project’s lifetime?

At the outset of a project an outline implementation plan for the full duration of the contract will be agreed.

The implementation plan will be updated yearly. This updating may entail the reorientation of certain activities and the launching of new ones. In the latter case, and where an additional Community contribution is needed, the Commission will identify these activities and the participants who will carry them out, by means of a call for proposals.

What should be contained within a TIP for a Network of Excellence?

·        The objectives of the network

·        An outline joint program of activities for the whole duration of the contract

·        A description of the role of the participants

·        A description of the deliverables

·        Ethical provisions

·        A description of the management and organisation structure

·        A detailed joint program of activities for the first 18 months and relevant performance indicators

What should be contained within a TIP for an Integrated Project?

·        An outline implementation plan for the whole duration of the project, highlighting the integration of the various components of the project and their expected objectives

·        The associated outline budget, broken down by activity and by participant

·        Management-level justification for the resources and budget needed to carry out the project

·        Circumstances under which a competitive call will be needed

·        A detailed implementation plan for the first 18 months of the project and the associated detailed budget broken down by activity and by participant. This will incorporate:

-          Research, and as appropriate technological development and/or demonstration

-          Management, dissemination and transfer of knowledge with a view to promoting innovation

-          Analysis and assessment of the technologies concerned, as well as the factors relating to their exploitation
